Rater/RFI Registry Guide

This information is about the Rater and RFI Registries portion of the RESNET Buildings Registry. The upload of Ratings to the RESNET Buildings Registry is covered separately. The list of Raters and RFIs contained in the RESNET Buildings Registry serves as a Rating Provider's official registry of certified raters and RFIs as required by RESNET Standards. Rating Providers are responsible for maintaining an accurate status for each Rater or RFI in their providership.

Accessing the Registry

The RESNET Buildings Registry can be accessed by clicking on RESNET Rating Provider Login Page. RESNET asks that each individual that will be managing the Buildings Registry for a Provider have a separate individual user login.

Rules Regarding Raters and RTIN; RFIs and RFIINs

  1. Each Rater or RFI will be listed in the Registry only once and will have one unique Rater Test Identification Number (RTIN) or Rating Field Inspector Identification Number (RFIIN).
  2. An individual may be listed under multiple Rating Providers in the Registry.
  3. The Rater Candidate must complete all required exams and five probationary ratings in order to be issued an RTIN directly from RESNET. Here is the link to the form to request an RTIN https://www1.resnet.us/requestid/.
  4. The RFI Candidate must complete the Combustion Safety and Workscope Simulation Exam, three mentored field inspections and one final graded field evaluation in order to be issued an RFIIN directly from RESNET.   5. Rating Providers are required to certify Raters and RFIs by verifying an individual has met the training and testing requirements and has completed probationary ratings or inspections to the Provider's satisfaction.
  6. Any Rater added to a Provider's Registry must confirm being added before they will be posted in the Registry and before the Provider is able to manage the Rater in their Registry. The individual will receive an email with instructions on how to do this.

Rules Regarding Managing Rater/RFI Status

It is important that a Provider maintain an accurate list with the current status for each Rater and RFI in the Registry. The Provider must include the reason for the change of a Rater or RFIs status. Rater/RFI Status in the Registry must be one of the following:

  1. Active - Currently certified in good standing and conducting or attempting to conduct rating business.
  2. Inactive - Currently certified in good standing and meeting all Professional Development requirements for recertification, but not actively conducting or attempting to conduct rating business;
    • Mainly informational and at Provider's discretion.
  3. Probation - New - Currently a Rater or RFI that has completed Probationary Ratings but has not completed their first rating or inspection. Once a rating or inspection has been completed their status should be changed to active.
  4. Probation - Disciplinary - Currently certified as a Rater or RFI but has been placed on disciplinary probation by the Rating Provider in accordance with the Provider's Disciplinary Procedures.
  5. Suspended - Administrative - Currently certified as a Rater or RFI but does not have the ability to rate or inspect homes under the Provider due to non-disciplinary reasons;
    • May result from temporary leave, delay in renewing, etc.
  6. Suspended - Disciplinary - Currently certified as a Rater or RFI but does not have the ability to rate or inspect homes under the Provider in accordance with the Provider's Disciplinary Procedures.
  7. Terminated - Administrative - Rater or RFI is no longer certified by the Provider and their agreement has been terminated or not renewed;
    • May result from the Rater's or RFI's permanent departure from the Provider due to a change to another provider or a decision to discontinue operating as a Rater or RFI.
    • May result from disciplinary action taken by the Provider up to, but not including, revocation of the Rater or RFI’s professional certification.
  8. Terminated - Disciplinary (Revoked) - Rater or RFI is no longer certified by the Provider and has had the Rater or RFI agreement terminated in accordance with the Provider's Disciplinary Procedures.
    • Normally results from the Provider's escalating disciplinary process, but may also result from fraud or failure to meet additional training required by RESNET Standards.

Please note that if a Rater or RFI no longer has a current agreement or is otherwise no longer certified by the Provider for a reason other than disciplinary action, then "Terminated - Administrative" is the appropriate designation.

Changing an Individual's Status

  1. Login to the Buildings Registry.
  2. Select Manage Raters on your Provider Control Panel.
  3. Locate the Individual's listing in your Registry and click on the wrench icon at the left side of the desired listing.
  4. Click on the wrench icon next to the current Status toward the bottom of the page.
  5. In the Change Rater Status window, select the new Status based upon the definitions above.
  6. Enter a brief but descriptive reason for the change.
  7. Click on Change Rater Status.
  8. The Change Rater Status window will close and you will see "Rater status has been changed to..." at the top of the Rater Management page.
